Safety & Health Plan - Safety & Health File

Acording to Presidential Decree 305/1996 ("regarding the minimum health and safety requirements that must be applied in temporary or mobile construction sites, in accordance with Directive 92/57/EEC") στο Article 3, §3, the project supervisor or the client, in case there is no supervisor, shall ensure that, prior to the setting up of a construction site, a safety & health plan and a safety & health file are drawn up. 


 

The safety & health plan (in short S.A.Y.) comprises a complete study that includes the measures that must be taken as well as any other arrangement that must be applied, in order for the working conditions to be improved and the work accidents and occupational diseases to be avoided. The safety & health file (in short F.A.Y.) contains the project characteristics, as this was finally constructed, and a series of instructions and useful information related to Occupational Safety & Health that have to be taken under consideration in any future work carried out during the operational phase of the project (such as maintenance, cleaning, modifications e.tc.).

 

According to the corresponding legislation (P.D. 305/96), the conduction of safety & health plan is required in one of the following cases:

  • When a coordinator for safety and health matters is required during the project preparation stage, which means that more than one contractor will be present at the construction site.
  • When the works to be performed involve special risk, as listed in P.D. 305/96.
  • When prior notice is required pursuant to P.D. 305/96.

The above mentioned conditions exist in almost all technical projects (at least in all projects requiring planning permission), which means that almost always a safety & health plan is required to be conducted. Moreover, the preparation of safety & health file is mandatory for all technical projects.

 

The responsibility for the preparation of a safety & health plan and a safety & health file is on the project supervisor or the client, in case there is no supervisor. The Safety & Health Coordinator is responsible for the review of the safety & health plan and the safety & health file, during the execution of the project. In case the safety & health plan and the safety & health file have not been drawn up, the responsibility is under the person that appointed the Safety & Health Coordinator.
